Many restaurants begins to reopen their business in Kyoto and Osaka today. They have learnt wisely that just following what doctors and Japan's PM tell them kills their lives without doubt. Actually, neither Gov't  nor doctors know which percentage is precise on the PCR tests, the number of which is too far below done in other countries.
