Japan's nat'l state of emergency has been extended until end May, though several local governors are against the extension and are to loosen restrictions. Tokyo Governor follows the nat'l state of emergency, meanwhile Osaka Governor apparently loosens restrictions step by step for reopening. The state of emergency that lacks sanctions against violations is simply meaningless and has no power to enforce any actions that realize drastic reduction of disease infection. At least, Tokyo cannot offer games in 2011.
