The situation in Tokyo becomes unstable, particularly safety in neighbor has become very much different from before the state of emergency was announced. Even during day time, many go out of home and wander around on streets. Some of them show very suspicious acts. Police doesn't take them seriously; the state of emergency is not powered by sanctions.
